The estimable Rep. Barney Frank goes after Paul Ryan during a committee meeting, charging Republicans with failing to deal with the issue of rising healthcare costs when they had the chance. Rather than getting into a pointless argument, Ryan calmly defuses Mr. Frank's attack in bipartisan fashion.
